During Open Enrollment (Nov. 1 - Dec. 15th) any one can sign up for an ACA plan. Short term plans are available year round and don't require an SEP.
An SEP is a special enrollment period for those that lost their health insurance. If you lost your health insurance within the last 60 days you have an SEP and can get on a new plan. If you lost Medicaid you have 45 days. A baby can be added to a plan within 60 days of their birthday with coverage backdating to the date of birth.
